TITLE OF BILL:
An act to amend the labor law, in relation to requiring public and not-
for-profit libraries develop and implement programs to protect library
employees
PURPOSE OR GENERAL IDEA OF BILL:
Requires the commissioner to promulgate rules and regulations for the
protection and general well-being of library employees
SUMMARY OF SPECIFIC PROVISIONS:
Section 1. Adds section 27-f to the labor law which requires implement
programs to prevent workplace violence.
Section 2. Effective date.
JUSTIFICATION:
In the aftermath of book bans, some libraries and library staff have
experienced threats and harassment, some people even threatening library
workers with weapons, which has created an unwelcoming and unsafe envi-
ronment. The provisions in this legislation are necessary steps to
provide protection for the staff and their communities so that access to
library resources is available and accessible for all.

EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become law. Effective immediately, the addition, amendment and/or repeal
of any rule or regulation necessary for the implementation of this act
on its effective date are authorized to be made and completed on or
before such effective date.
