TITLE OF BILL:
An act to amend the vehicle and traffic law and the public officers law,
in relation to owner liability for failure of an operator to comply with
stop signs in the village of Southampton, county of Suffolk; and
providing for the repeal of such provisions upon expiration thereof
 
PURPOSE:
Allows the village of Southampton (Suffolk County) to adopt and amend a
local law or ordinance to establish a stop sign camera demonstration
program.
 
SUMMARY OF PROVISIONS:
Section 1. Amends vehicle and traffic law by adding a new section I
174-b to establish an owner liability for failure of operator to stop
for a stop sign in the village of Southampton located within the country
of Suffolk.
Section 2. Amends subdivision 2 of section 87 of the public officers law
by adding a new paragraph (v) relating to the access of agency records
that are photographs, micrographs, videotape or other recorded images un
the authority of the new section 1174-b of vehicle and traffic law.
Section 3. Sets forth the effective date.
 
JUSTIFICATION:
One of the major roles that village government plays is protecting the
safety of their residents. Traffic safety is critical to quality of life
to many Long Islanders. This specific legislation was introduced at the
request of the village of Southampton as a means of addressing an
increasing problem of excessive e vehicle speeds and the failure of
motorists to come to a full stop at intersections controlled by a stop
sign. It would enable the village to establish a stop sign camera photo
demonstration program to provide an additional tool in protecting the
lives of motorists, pedestrians and bicyclists. All revenues from the
program shall be directed toward law enforcement purposes within the
village of Southampton.

EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become a law and shall expire 5 years after such effective date when
upon such date the provisions of this act shall be deemed repealed.
