BILL NUMBER: S7863A
SPONSOR: BYNOE
TITLE OF BILL:
An act to amend the environmental conservation law, in relation to
extending the authority of the department of environmental conservation
to manage the American eel
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to extend the authority of the Department of
Environmental Conservation (DEC) to manage American eel.
SUMMARY OF PROVISIONS:
This bill would extend, until December 31, 2026, DEC's authority to fix
by regulation measures for the management of American eel.
JUSTIFICATION:
While the authority of DEC to manage American Eel is traditionally
extended for three years, this bill would only extend such authority for
one year, given the recent classification of the American Eel as a
species of concern by the DEC. Shortening such authorization will allow
the Legislature to evaluate DEC's current regulatory program for the
American Eel and work with the Department on changes in management prac-
tices to bolster the species' population and develop strategies to help
prevent it from becoming threatened or endangered in the future.
