PURPOSE OR GENERAL IDEA OF BILL:
To move Bryan Jolly, a Tompkins County employee, from the optional
25-year retirement program under section 89-p of the retirement and
social security law to the 20-year retirement program under sections 552
and 553 of the retirement and social security law as'a deputy sheriff
upon the election of Tompkins County to assume the additional cost
 
SUMMARY OF PROVISIONS:
Sec. 1- provides that Bryan 3olly, a Tompkins County employee, a member
of the optional 25-year retirement program under section 89-p of the
retirement and social security law, shall be given full credit in the
20-year retirement program under sections 552 and 553 of the retirement
and social security law as a deputy sheriff, upon the election of Tomp-
kins County to assume the additional cost;
Sec. 2 - provides that such deputy sheriff may elected to be covered by
552 and 553 of the retirement and social security law by filing with the
comptroller within 18 months of the effective date of this act;
Sec. 3 - provides that Tompkins County shall bear the past service costs
associated with implementing this act;
Sec. 4 - effective date.
 
JUSTIFICATION:
Mr. Jolly was not registered into the 20-year retirement plan for the
Deputy Sheriff Article 14-B, Plan 553 within the 1 year enrollment peri-
od from when he was hired by the Tompkins County Sheriff's Dept. The
1-year enrollment has since lapsed. Tompkins County has requested
authorization to provide for his coverage under the 20-year retirement
plan.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
an increase of approximately $8,900 in the annual contributions of Tomp-
kins County for the fiscal year ending March 31, 2026; immediate past
service cost of approximately $69,380 to be borne by Tompkins County
