TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to authorizing
persons who transport severely disabled persons to apply for disabled
person plates
PURPOSE OR GENERAL IDEA OF BILL:
To allow families and caregivers who transport severely disabled persons
to obtain disability license plates.
SUMMARY OF PROVISIONS:
Section 1. Section 404.a of the vehicle and traffic law is amended to
empower the commissioner to issue eligible persons special motor vehicle
registrations and a set of vehicle identification plates for each
motorvehicle owned by such eligible persons to be used for the trans-
portation of a severely resident of this State. Section 2. Sets forth
the effective date.
JUSTIFICATION:
This proposed legislation aims to address the limitations of the current
vehicle and traffic law whereby if a severely disabled person was under
the age of 16 years, they could not register a vehicle and obtain disa-
bility plates. This legislation allows family members and/or caregivers
to obtain registrations and disability license plates if they transport
severely disabled residents of New York State.

EFFECTIVE DATE:
This act shall take effect on the ninetieth clay after it shall have
become a law. Effective immediately, the addition, amendment and/or
repeal of any rule or regulation necessary for the implementation of
this act on its effective date are authorized to be made and completed
on or before such date.
