TITLE OF BILL:
An act to amend the veterans' services law, in relation to the estab-
lishing a veterans' bill of rights
 
PURPOSE OR GENERAL IDEA OF BILL:
The department shall establish, print, publish and distribute a veter-
ans' bill of rights.
 
SUMMARY OF PROVISIONS:
Section 1 of the bill amends the veterans' services law by adding
section 29-e which requires the department to create, publish, and
distribute a Veterans' Bill of Rights that describe the existing rights
under current law.
Section 2 Effective date.
 
JUSTIFICATION:-
Veterans have sacrificed for our country and deserve to understand the
rights and benefits they are eligible for as a result of their service.
This bill serves to delineate the benefits available to veterans from
the State of New York and to specify the rights that veterans hold.
Clearly stating the rights of our veterans is the least we can do to
honor those who have fought for our rights.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
None
 
EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become a law. Effective immediately, the addition, amendment, and/or
repeal of any rule or regulation necessary for the implementation of
this act on its effective date are authorized to be made and completed
on or before such effective date.
