TITLE OF BILL:
An act to amend the parks, recreation and historic preservation law, in
relation to mandating the development and approval of operational safety
plans
 
SUMMARY OF PROVISIONS:
Section one adds a new section to article 3 of the parks, recreation and
historic preservation law to mandate the development and approval of
operational safety plans prior to the deployment of employees in hazard-
ous conditions.
Section two sets the effective date.
 
JUSTIFICATION:
Natural disasters, extreme weather, and other emergency situations
create hazardous conditions in which employees must respond. These
hazardous conditions can create an unsafe environment, and it is imper-
ative to prioritize the safety of employees when they are responding to
hazardous conditions.
This bill would help to ensure the safety of employees operating under
hazardous conditions by implementing the proposed operational safety
plans. It is important that employees are properly supported, trained,
and equipped for the specific tasks that are required in their duties.
This bill requires NYS Office of Parks, Recreation, and Historic Preser-
vation and other responding agencies to fully assess hazards prior to
deployment and ensures that all staff assigned are properly trained,
equipped, and supported for all the roles that they are expected to
perform.
