TITLE OF BILL:
An act in relation to authorizing certain health care professionals
licensed to practice in other jurisdictions to practice in this state in
connection with the Milan Cortina Winter Olympic Games sliding sports
competitions, Lake Placid 2026; and providing for the repeal of such
provisions upon expiration thereof
PURPOSE:
This authorizes certain medical professionals certified by a foreign
government or another state or territory to provide medical services
during the 2026 Milan Cortina Winter Olympic Games sliding sports compe-
titions in Lake Placid.
SUMMARY OF PROVISIONS:
Allows any person who is licensed or certified as a physician, physi-
cian's assistant, massage therapist, physical therapist, chiropractor,
dentist, optometrist, nurse, nurse practitioner, emergency medical tech-
nician, podiatrist or athletic trainer by a foreign government to
provide professional medical services within this state, without being
licensed, to the team athletes, coaches, staff and delegations originat-
ing from such foreign government, relating to the 2025 Ryder Cup Golf
Competition during the dates of January 27, 2026 and February 25, 2026.
JUSTIFICATION:
The Milan Cortina Winter Olympic Games sliding sports competitions will
take place in Lake Placid for the 2026 event. Sporting organizations
such as the Milan Cortina Winter Olympic Games often provide their
athletes and related staff with their own medical providers to monitor
the health of their athletes before, during, and after the event.
Because these medical professionals may come from the same countries or
states that the players come from, these professionals are often
licensed by other states, countries, or territories. Despite the state
of New York having its own licensure standards and requirements, the
state typically grants these medical professionals temporary authori-
zation to practice in New York within their scope of practice to provide
support medical services necessary for the safe functioning of the
event.

This act shall take effect January 27, 2026 and shall expire and be
deemed repealed February 25, 2026.
