TITLE OF BILL:
An act directing the commissioner of transportation to conduct a study
on the implementation of traffic control devices at intersections with a
high volume of visual and hearing impaired pedestrians
 
PURPOSE OR GENERAL IDEA OF BILL:
This legislation directs the Commissioner of Transportation to conduct a
study on the implementation of traffic control devices at intersections
with a high volume of visual and hearing-impaired pedestrians.
 
SUMMARY OF PROVISIONS:
Section 1 directs the Commissioner of Transportation to conduct a study
involving state owned public roads where there may be a high volume of
pedestrians with visual and hearing impairments.
Section 2 directs the Commissioner of Transportation to submit the
report no later than the 31st of December next succeeding the date on
which this act shall have become law, to the Governor, Temporary Presi-
dent of the Senate, Speaker of the Assembly, the Minority Leader of the
Senate, the Minority Leader of the Assembly, Chair of the Assembly
Transportation Committee, Chair of the Senate Transportation Committee
which shall include the findings and recommendations of the report.
Section 3 sets the effective date.

JUSTIFICATION:
Traffic intersections around New York State can be extremely difficult
to navigate. This becomes even more so for those with a hearing and
sight disability. This legislation directs the Commissioner of Transpor-
tation to conduct a study on the, feasibility for installing pedestrian
control devices on those state-owned intersections where there may be a
high volume of visual or hearing impaired pedestrians. We must ensure
that all New Yorkers have the ability to move about our communities
safely. In many cities and towns across our state, intersections have
been equipped with pedestrian control devices allowing for the safe
passage of those with hearing and sight disabilities. We need to ensure
our state-owned roads and intersections are also equipped with these
devices where there may be a large volume of hearing and sight impaired
pedestrians.
