TITLE OF BILL:
An act to amend chapter 329 of the laws of 2009, amending the family
court act and the social services law relating to removing special
powers granted to the society for the prevention of cruelty to children,
in relation to the effectiveness thereof
PURPOSE OR GENERAL IDEA OF BILL::
This bill will extend the operations for the Rockland Society for the
Prevention of Cruelty to Children for two years until August 11, 2027.
SUMMARY OF PROVISIONS::
Section 1 of the bill amends chapter 175 of the laws of 2021 to extend
the expiration for two years in relation to the Rockland County SPCC
until August 11, 2027.
Section 2 relates to the effective date.
JUSTIFICATION::
In 2009, the legislature disbanded all Society for the Prevention of
Cruelty of Children (SPCC) organizations in the state except for chap-
ters in Erie and Rockland County. They were exempt from the law because
they both operate in a cooperative manner with local governments, Erie
County has since ceased operation as of 2017. This bill recognizes the
continued efforts of. the Rockland County SPCC in assisting local police
departments to prevent underage alcohol and tobacco sales, by providing
a two-year extension so that the County's SPCC, which has provided an
invaluable service for many years, may continue to thwart such sales.
