TITLE OF BILL:
An act to amend the real property law, in relation to restrictions on
certain activities by homeowners associations
Section 1. Adds a new article 9-E to real property law, that prohibits a
homeowners association to require an owner to use pesticides or outdoor
sprinkler systems for landscaping purposes.
Section 2. Establishes the effective date.
JUSTIFICATION:
Homeowners should be free to make decisions about their lawn care and
landscaping, in line with their desire to protect the environment. This
bill, by prohibiting HOAs from requiring homeowners to use pesticides or
sprinkler systems, would put more control back in the hands of homeown-
ers.

EFFECTIVE DATE:
This act shall take effect on the sixtieth day after it shall have
become a law.
