TITLE OF BILL:
An act to amend the general business law, in relation to allowing hands-
free gas dispensing at self-service gas stations
 
PURPOSE:
This bill makes provisions relating to the use of hands-free latches/
hold open clips at self-service gas stations that allow for hands free
use at gasoline pumps.
 
SUMMARY OF PROVISIONS:
§ 1- Allows any gas station that offers self-service gasoline dispensing
nozzles to equip the nozzles with a "hold open clip" or latch that
allows for hands free gasoline pumping
§ 2 - Sets forth the effective date.
 
JUSTIFICATION:
New York is one of only two states that do not openly allow these hold
open clips/latches at self-service gasoline stations. With harsh Upstate
New York winters, this is a simple, convenient service that will make
things easier for New Yorkers and repeal an outdated regulation.
