TITLE OF BILL:
An act to amend the administrative code of the city of New York, in
relation to requiring contact be made with the complainant to verify
restoration of service before concluding an investigation
 
PURPOSE OR GENERAL IDEA OF BILL:
To require actual agency contact with the complainant concerning alleged
violations of the housing maintenance code before an investigation is
concluded.
 
SUMMARY OF PROVISION:
The NYC Administrative Code is amended to ensure actual agency contact
with the complainant concerning alleged violations of the housing main-
tenance code before an investigation is concluded.
 
JUSTIFICATION:
Current housing maintenance code enforcement policy does not specify
that the investigation proceed by contacting the individual who actually
made the compliant. For example, in a building with 50 residential
units, one occupant may report the heat is out; yet the underlying
investigation is considered resolved if, upon inspection, any individual
unit is found to have heat. This procedure is impractical and certainly
not thorough nor does it require the direct resolution of the underlying
issue that prompted the complaint.
