TITLE OF BILL:
An act to amend chapter 296 of the laws of 1992 incorporating the Rescue
Volunteer and Exempt Firemen's Benevolent Association Inc., and provid-
ing for its powers and duties, in relation to the purpose of such corpo-
ration and the use of certain tax monies received
 
PURPOSE:
Relates to the purpose of such corporation and the use of certain tax
monies received by the Rescue Volunteer and Exempt Firemen's Benevolent
Association Inc. in the town of Cheektowaga, Erie County.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1: Amends Sections 3 and 7 of chapter 296 of the laws of 1992
incorporating the Rescue Volunteer and Exempt Firemen's Benevolent Asso-
ciation to expand the purposes of the corporation and clarify the
permissible use of foreign fire insurance premium taxes in accordance
with those purposes.
Section 2: Sets forth the effective date, with tax-related provisions
applying to premiums received on and after January 1, 2026.
 
JUSTIFICATION:
This bill has been introduced at the request of the Rescue Volunteer and
Exempt Firemen's Benevolent Association Inc. In enhancing the goals of
the Association, it is necessary to amend chapter 296 of the laws of
1992 to include language that specifies how aid and assistance can be
used by volunteer members of the association and to reflect the broader
purposes of health, safety, welfare, and morale support for its members
and their families

EFFECTIVE DATE:
This act shall take effect immediately; provided however, that the
amendments to section 7 of chapter 296 of the laws of 1992 relating to
incorporating the Rescue Volunteer and Exempt Firemen's Benevolent Asso-
ciation Inc., made by section one of this act, shall apply to taxes due
on premiums received on and after January 1, 2026.
