TITLE OF BILL:
An act to amend the highway law, in relation to requiring milled roads
within a city having a population of one million or more be paved over
or resurfaced within seventy-two hours of such road being milled
PURPOSE:
Requires milled roads within a city of having a population of one
million or more be paved over or resurfaced within seventy-two hours of
such road being milled.
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends the highway law by adding a new section 333.
Section 2 is the effective date.
JUSTIFICATION:
This bill would require New York City streets to be paved within a
reasonable timeframe after a road has been milled for resurfacing. When
roads are not timely paved, it creates a hazard for residents, busi-
nesses and pedestrians that use that street. It also can cause damage to
vehicles and creates an unsafe environment for motor vehicles and pedes-
trians. This bill is necessary to make sure that streets in the City of
New York are paved within seventy-two hours after a road has been
milled.

EFFECTIVE DATE:
This act shall take effect on the first of January next succeeding the
date on which it shall have become law. Effective immediately, the addi-
tion, amendment and/or repeal of any rule or regulation necessary for
the, implementation of this act on its effective date are authorized to
be made and completed on or before such effective date.
