TITLE OF BILL:
An act to amend the civil service law, in relation to requiring the
department of civil service to allow municipalities to post municipal
employment positions on the department of civil service's state jobs
website
 
PURPOSE:
The purpose of this bill is to make it easier for municipal governments
to expand their applicant pool, finding quality candidates for job
openings through promoting such openings on the State Jobs Website.
 
SUMMARY OF SPECIFIC PROVISIONS:
The bill amends section 59-d of the civil service law to require that
the department provides municipalities with the ability to post munici-
pal employment opportunities on the same website that it posts state
civil service positions.
 
JUSTIFICATION:
In recent years, finding public servants to fill job openings has been a
challenge for local and state governments. At the state level, the
Department of Civil Service has an existing State Jobs Website that
allows job applicants to search for opportunities based on chosen field,
region, and various other criteria. Meanwhile, local governments strug-
gle to find suitable applicants, particularly for specialized roles, and
those seeking employment must go through the cumbersome process of
searching county, city, and/or town government websites individually. By
allowing municipalities to opt in to promoting their job postings on the
State Jobs Website, it provides local governments with a larger platform
to find candidates and potential employees with a consolidated list of
relevant openings. From a job seeker's point of view, this bill would
consolidate opportunities in their chosen field or geographic area in
one easy-to-navigate portal. During a time of mass federal layoffs, New
York State is making a push to recruit people into state jobs; municipal
governments, especially those in rural areas, would greatly benefit as
more and more people look to relocate to continue public service.
