TITLE OF BILL:
An act to amend the village law, in relation to certain elections for
fire companies in Croton-on-Hudson
PURPOSE OR GENERAL IDEA OF BILL:
To amend village law to address election procedures for fire companies
in the village of Croton-on-Hudson.
SUMMARY OF PROVISIONS:
Section 1 amends section 10-1010 of the village law to change the annual
meeting date for fire companies in the village of Croton-on-Hudson from
the first Tuesday in April to the first Tuesday in December. It also
updates the language regarding election procedures for company officers,
wardens, and delegates, clarifying term lengths & disqualifications
related to arson convictions.
Section 2 amends subdivision one of section 10-1012 of the village to
adjust the meeting date for elected delegates of the Croton-on-Hudson
fire department to the Thursday following the first Tuesday in December.
It also updates provisions regarding the nomination and appointment
process for fire department officers.
Section 3 sets the effective date.
JUSTIFICATION:
The Village of Croton-on-Hudson's fire department previously adjusted
its election schedule to align terms of office with the Length of
Service Award Program (LOSAP) pension, which operates on a calendar-year
basis. This alignment ensures consistency in leadership transitions and
simplifies administrative processes related to service awards. With
LOSAP having successfully completed its initial 20-year period, Village
residents demonstrated strong support for its continuation, voting over-
whelmingly (82%) in favor of extending the program for another 20 years
in 2023.
This legislation comes at the request of the Village.
