TITLE OF BILL:
An act to amend the vehicle and traffic law and the parks, recreation
and historic preservation law, in relation to vintage snowmobile regis-
trations
PURPOSE:
To develop and issue to applicants a special vintage registration for
snowmobile that is more than 30 years old.
SUMMARY OF PROVISIONS:
Section 1 amends section 2222 of the vehicle traffic law to develop and
issue to applicants a special vintage registration for a snowmobile that
is more than 30 years old.
Section 2 Subdivision 4 of section 2222 of the vehicle and traffic law
is amended by adding paragraphs (f) to establish a fee for individual
resident and non-resident vintage registration.
Section 3 Section 21.07 of the parks, recreation and historic preserva-
tion law is amended by adding a new subdivision 3 to establish an addi-
tional fee for each vintage snowmobile for the snowmobile trail develop-
ment and maintenance fund in addition to the registration required by
vehicle and traffic law.
Section 4 provides the effective date.
JUSTIFICATION:
The collecting of vintage snowmobiles has become a popular pastime in
the snowmobile community. It's increasingly popular for people to
restore old snowmobiles, which are not driven frequently. Vintage snow-
mobile enthusiasts are dedicated to the preservation of our snowmobiling
past. This legislation will establish a special registration fee for
vintage snowmobiles as these types of snowmobiles have a very limited
ability to travel on trails and are more of a collector's item used in
exhibits, parades and other similar activities.
States like Maine, Massachusetts, New Hampshire, and Vermont have
provisions for registering vintage snowmobiles (antique) for several
years.
This legislation develops and issues to applicants a special vintage
registration for a snowmobile that is more than 30 years old. These
registrations shall be identifiable by a vintage registration sticker,
have a unique registration number and be valid until the snowmobile
ownership is transferred.
In addition, this legislation allows the commissioner to collect a
vintage fee for each individual resident vintage registration and for
each individual non-resident vintage registration. These fees shall be
deposited to the credit of the snowmobile trail development and mainte-
nance fund to ensure that New York State snowmobile riders have safe and
easily accessible trails to ride on.
NYSSA estimates that approximately 3,000 to 4,000 registered vintage
snowmobiles would be registered.

EFFECTIVE DATE:
This act shall take effect immediately; Provided however, a special
vintage registration for a snowmobile may not be issued until the
Commissioner of the Department of Motor Vehicles certifies that the
department is prepared to issue special vintage registration for snowmo-
biles.
