TITLE OF BILL:
An act to amend the elder law, in relation to making annual state
reimbursement for expenditures for certain approved community service
projects by counties to be proportional to such county's share of elder-
ly persons living in the state
 
PURPOSE:
To modify the way in which NYSOFA prioritizes allocations to counties
for spending on community service projects.
 
SUMMARY OF PROVISIONS:
Modifies Elder Law 216 to change the way in which NYSOFA prioritizes
allocations to counties for spending on community service projects.
 
JUSTIFICATION:
Our Older New Yorker population continues to increase and will do so for
at least the next 15 years. There is substantial unmet need for services
all over the State and everyone hopes that such need will be met in
future State Budgets, Federal allocations pursuant to the Older Ameri-
cans Act, the State Master Plan on Aging Process and other stand alone
bills that raise or dedicate revenue strictly to Aging Services. Right
now, the majority to support to counties is allocated without regard to
the actual numerical share of Seniors in the underlying area. This
legislation is an attempt to build some equity into the system.
