TITLE OF BILL:
An act to amend chapter 416 of the laws of 2007, establishing the city
of Rochester and the board of education of the city school district of
the city of Rochester school facilities modernization program act, in
relation to granting further authority to the RJSCB to modernize educa-
tional facilities in the city of Rochester
 
PURPOSE:
To authorize a 12 project, $600 million phase III Rochester Joint
Schools Construction Board School Modernization Program (RJSCB)
 
SUMMARY OF PROVISIONS:
Section 1 outlines the project authorization and the comprehensive
school facilities modernization plan featured in sections 4 and 5 of
chapter 416 laws from 2007
Section 2 of the bill authorizes another twelve (12) projects in Phase
III up to a total cost of $600 million. This section also: further
delineates the process for extending, rebidding, and entering contracts;
the process for selecting projects; and requires a report to be submit-
ted on phase III on or before June 30, 2033.
Section 3 establishes the effective date.
 
JUSTIFICATION:
It has long been recognized that a healthy and welcoming learning envi-
ronment promotes greater educational attainment. Passage of this legis-
lation will allow for a seamless transition from Phase II to Phase III
to prevent disruption of the academic process and unnecessary costs.
 
LEGISLATIVE HISTORY:
Phase I of this Program was authorized through Chapter 416 of the Laws
of 2007. Phase II was authorized through Chapter 533 of the laws of
2014, and through Chapter 92 of the Laws of 2016 signed by the Governor
of the State of, New York on July 5, 2016. Phase III of this program was
authorized through Chapter 614 of the laws of 2021.
 
FISCAL IMPLICATIONS:
Total cost to the State and Local government to be determined. This
legislation authorizes construction up to $600 million for the proposed
Phase III Strategic Plan.
 
EFFECTIVE DATE:
This act shall take effect immediately.
