TITLE OF BILL:
An act to amend the public service law, in relation to requiring the
establishment of hybrid heating pilot programs
PURPOSE OR GENERAL IDEA OF BILL::
Requires gas requiring gas companies to submit for review and approval a
hybrid heating pilot program plan to meet the emissions reductions
requirements set by the CLCPA.

JUSTIFICATION::
The climate leadership and community protection act (CLCPA) requires
significant reductions in greenhouse gas emissions, and establishing
hybrid heating pilot programs can advance progress towards meeting those
targets. This legislation requires the establishment of hybrid heating
pilot programs and sets guidelines for what shall be included in these
programs, as well as requiring reporting on the progress of those
programs. The implementation of these programs will help New York state
stay on track to meet the requirements set by the CLCPA.
