TITLE OF BILL:
An act to amend the public service law, in relation to enacting the
"renewable natural gas standard act"
 
PURPOSE OR GENERAL IDEA OF BILL::
Establishes a renewable natural gas standard, gas corporations to
procure renewable natural gas from third parties for distribution to
customers to meet the emissions reductions requirements set by the
CLCPA.
 
SUMMARY OF PROVISIONS::
Section 1. Short title
Section 2. Amends the public service law by adding a new section,66-x.
Section 3. Amends section 66-f of the public service law by adding a new
subdivision 4.
Section 4. Effective date.

JUSTIFICATION::
The climate leadership and community protection act (CLCPA) requires
significant reductions in greenhouse gas emissions, and development of
renewable natural gas would help to meet these targets. The harnessing
of renewable natural gas as a resource can reduce carbon emissions while
contributing positively to local economies. This legislation establishes
programs that require gas corporations to procure renewable natural gas
to meet targets set by the legislation.
