TITLE OF BILL:
An act to amend the public authorities law, in relation to requiring the
establishment of a renewable hydrogen incentive program
PURPOSE OR GENERAL IDEA OF BILL:
Establishes a program to support and incentivize the production and use
of renewable hydrogen in New York State to meet the emissions reductions
requirements set by the CLCPA..
SUMMARY OF PROVISIONS:
Section 1 Amends the public service law by adding a new section 74-c

JUSTIFICATION:
The climate leadership and community protection act (CLCPA) requires
significant reductions in greenhouse gas emissions, and development of
renewable hydrogen would help to meet these targets. This legislation
establishes programs to support in the production, processing, delivery,
storage, or end use of hydrogen in New York to meet the goals of the
CLCPA. Establishing these programs would offer new opportunities in the
workforce and help to stimulate New York's economy.
