TITLE OF BILL:
An act to rename the Oakwood Beach wetland the Oakwood Beach-Detective
Russel Timoshenko Preserve
 
PURPOSE:
Renames the Oakwood Beach wetland the Oakwood Beach-Detective Russel
Timoshenko preserve.
 
SUMMARY OF PROVISIONS:
Section 1: The area managed by the department of environmental conserva-
tion known as Oakwood Beach wetland, located in Richmond county, shall
after the effective date of this act be known as the Oakwood Beach-De-
tective Russel Timoshenko preserve and shall be suitably marked in a
manner prescribed by the commissioner of environmental conservation.
Section 2: Effective Date
 
JUSTIFICATION:
Detective Russel Timoshenko of Staten Island, was shot twice on July 9,
2007 while making a routine traffic stop in Crown Heights, Brooklyn.
Officer Timoshenko and his partner Officer Yan had been driving in a
marked 71 Precinct car on routine patrol with Timoshenko riding shotgun
when they spotted a 2003 BMW headed westbound on Lefferts Avenue. The
Officers decided to check the BMW's license plate on a laptop computer.
The check came back showing that the plate was assigned to a 2007 Mitsu-
bishi Outlander, not the BMW. The officers flashed their lights to alert
the BMW's driver to pull over. The driver did, after turning north onto
Rogers Avenue, and both officers got out of their car. Officer Yan
approached the BMW on the driver's side, while Timoshenko approached on
the passenger side. The driver pulled a firearm and shot Timoshenko, who
was hit in the face. Yan was also hit in the chest and the arm, but
saved by his protective vest. Timoshenko died on July 14, 2007, and was
posthumously promoted to Detective, first grade on July 27, 2007.
