TITLE OF BILL:
An act to amend the public health law, in relation to prohibiting a
mandatory immunization against the novel coronavirus/COVID-19
PURPOSE:
To prohibit mandatory immunization against the novel
coronavirus/COVID-19.
SUMMARY OF PROVISIONS:
Section one amends the public health law by adding a new section 2183
prohibiting children under 18 years of age to receive the COVID-19
vaccine with parental consent. Prohibits an incapacitated person from
receiving the COVID-19 vaccine without the permission of their legal
guardian. Prohibits mandating students at any public or private educa-
tional institution, including university and college institutions from
receiving the COVID-19 vaccine. Prohibits any person to have, carry,
prove or show evidence/documentation that they received the COVID-19
vaccine.
Section two is the effective date.
JUSTIFICATION:
As efforts are made to get New York States population immunized against
Covid-19, New York State government should not be attacking personal
liberties by forcing its people get the COVID-19 vaccine. While there
is talk among certain scientists, doctors and government, officials that
the vaccine should be mandated the statistics and the science overwhelm-
ingly prove that young people are less likely to die from the virus than
older populations. This bill would prohibit such an attack on our civil
liberties by prohibiting such a mandate for children under 18 without
parental consent. The bill also prohibits an incapacitated person from
receiving the COVID-19 vaccine without the permission of their legal
guardian and college students attending public and private colleges and
universities. The measure also protects our civil liberties and privacy
by prohibiting any person to have, carry, prove or show evidence or
documentation that they have received the COVID-19 vaccine.
