TITLE OF BILL:
An act to amend the civil service law, in relation to requiring exit
surveys for resigning employees
PURPOSE OR GENERAL IDEA OF BILL:
To establish a system of providing exit interviews for civil service
employees.
SUMMARY OF PROVISIONS:
Section one: Provides a short title for the bill.
Section two: Provides for methods and requirements for administering
exit interviews for covered employees
Section three: Exempts employee responses from the Freedom of Informa-
tion Law
Section four: Establishes the effective date.
JUSTIFICATION:
This bill would require that many state employees participate in exit
interviews upon leaving their posts. Collecting this sort of qualitative
data from employees leaving their employment in civil service can
provide valuable insight into conditions and experiences for employees.
This data can also help to locate a possible area in need of improvement
within an agency and help to find effective solutions. Similar legis-
lation that requires exit employees for public employees has been
enacted by the New York City Council and is standard practice in private
industry.
