TITLE OF BILL:
An act to create a temporary state commission to study and make recom-
mendations concerning the incidence of asthma in the borough of Brooklyn
in New York city
PURPOSE:
This legislation will create a state commission to study the incidence
of asthma in Kings County, a county with a high incidence of asthma in
the state of New York. The commission will place particular emphasis on
youth in communities with an unemployment rate exceeding one hundred
twenty-five percent of the statewide level.
SUMMARY OF PROVISIONS:
Section 1 creates a temporary state commission to make recommendations
relating to the incidence of asthma in the borough of Brooklyn in New
York City.
Section 2 establishes that the commission shall have 11 members.
Section 3 establishes that such 11 members shall receive no compensation
for their services.
Section 4 establishes that the commission shall hold at least one public
hearing each quarter and shall have all the powers of a legislative
committee pursuant to the legislative law.
Section 5 establishes that the commission shall make a report of its
findings and make any recommendations it may deem necessary to the
governor.
Section 6 establishes that this act shall take effect immediately.
JUSTIFICATION:
Legislators and policymakers need the input and recommendations of the
commission to immediately address the high incidence of asthma through-
out Kings County. Despite Brooklyn has an average lower asthma rate than
NYC, some of its parts have an extraordinarily high asthma rate, signif-
icantly higher than both the Brooklyn average and NYC average. The
creation of the commission will help address health disparities in youth
as well as reduce the overall high-level incidence of asthma incidence.

This act shall take effect immediately.
