TITLE OF BILL:
An act to amend the general business law, in relation to discounted
admission and memberships for certain individuals
 
PURPOSE:
The purpose of this legislation is to provide admission and membership
discounts to individuals with disabilities and cultural and enter-
tainment institutions.
 
SUMMARY OF PROVISIONS:
Section 1 amends the General Business Law by adding a new Section
396-cccc. This section provides that discounted membership and admission
for individuals with disabilities shall be equal to the lowest discount
price offered. The accompanying caregiver of an individual with disabil-
ities shall be offered free entry or admission. Additionally, the avail-
ability of such discounts shall be conspicuously advertised at the box
office and the website of the institution. If an institution offers a
pay-as-you-wish policy on the price of admission or membership, such
policy shall also be conspicuously advertised at the box office and on
the website of the institution.
Section 2 is the effective date.
 
JUSTIFICATION:
Our state is a center of culture, arts, and entertainment. Millions
visit our cultural showcases each year. This bill will make these great
offerings more available to New York's residents living with disabili-
ties as well as their caregivers. By offering the lowest discount price
to the individual, and the accompanying caregiver free entry, a new
world is made available to those who, in the past, might not have been
able to afford it. These discounts will be prominently exhibited to
ensure all know this discount is available.

EFFECTIVE DATE:
This act shall take effect on the 90th day after it shall have become a
law.
