TITLE OF BILL:
An act to amend the education law, in relation to establishing an Oneida
county school milk pilot program; and providing for the repeal of such
provisions upon expiration thereof
PURPOSE:
Establishes an Oneida County school milk pilot program.
SUMMARY OF PROVISIONS:
Section 1 amends the education law by adding a new section 915-a Oneida
county school milk pilot program.
Section 2 establishes the effective date
JUSTIFICATION:
Throughout NYS, we are facing a milk carton shortage which is limiting
our school's ability to provide milk to our youth with their meals.
This shortage stems from a shortage of half pint cartons that school
milk is typically served in, not a shortage of milk itself. To deprive
our youth of milk with their meals when there is an abundance of milk to
be distributed is upsetting and should not be the case. While solutions
are being rolled out to help alleviate the current crisis, we must look
into alternative ways to distribute milk to our schools so that we are
not put in this situation again. This legislation will establish a pilot
program in Oneida County that would allow for secondary, middle, and
high schools to purchase and be reimbursed for self-serve milk dispen-
sers and bulk milk orders. This will allow for more flexibility in they
way that milk is-served and alleviate the stress of only being able to
produce and distribute the typical half pint cartons of milk.

EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become a law and shall expire one year after such effective date when
upon such date the provisions of this act shall be deemed repealed.
