TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to allowing
snowmobiles and all-terrain vehicles to be registered as farm vehicles
 
PURPOSE:
The purpose of this legislation is to allow for snowmobiles and all-ter-
rain vehicles to be registered as a farm vehicle for legitimate farming
purposes.
 
SUMMARY OF PROVISIONS:
Section 1 allows for the registration of a snowmobile or all-terrain
vehicle as a farm vehicle.
Section 2 details when a snowmobile or all-terrain vehicle may be
considered a motor vehicle. Section 3 marks the effective date.
 
JUSTIFICATION:
Farmers in certain locations throughout the state have been forced into
inconvenient situations where they must decide between tending to plots
of land they own, which are situated along designated trails, hauling
burdensome equipment to their land on foot, or letting their investment
grow without the necessary attention it deserves. This bill would remedy
this inconvenience by allowing farmers to utilize a snowmobile or all-
terrain vehicle on certain trails and lands so long as it is registered
as a farm vehicle and is used solely for the purpose of accessing lands
owned by the farmer.
