TITLE OF BILL:
An act to amend the education law, in relation to preventing time limits
being placed on standardized tests given in cities with a population of
one million or more
 
PURPOSE:
To eliminate the time limitation on standardized tests in cities of one
million residents or more.
 
SUMMARY OF PROVISIONS:
Section 1 adds a new Section 2590-W to the Education Law and sets forth
the tests that are exempted from time limits within cities of one
million or more residents.
Section 2 sets the effective date.
 
JUSTIFICATION:
Currently in New York City, there are time limits on tests that students
must take. This bill will allow those students that need to be given
more time that option by eliminating the time limits on standardized
tests. Students with dyslexia or other related phonological disabilities
or differences may not be able to complete the test in the current time
allotted but that does not mean that student has performed less effec-
tively than another student. This bill will allow students to be tested
on their performance on a test alone, not based on a timer.
