TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to regulating
speed limits in cities, towns, or villages
 
PURPOSE:
Authorizes all towns to establish speed limits.
 
SUMMARY OF PROVISIONS:
Section 1. Section 1662-a of the vehicle and traffic law is amended to
allow for all towns to establish maximum speed limits at which vehicles
may proceed on highways within such towns lower than the fifty-five
miles per hour statutory limit. Also any town which establishes speed
limits shall pass a town board resolution and then register with the
department of transportation.
 
JUSTIFICATION:
No one knows better about how to maintain, enforce laws and respond to
public concern regarding locally town owned roads than the munici-
palities who own them. Towns should have the ability to set speed limits
on town owned roads.

EFFECTIVE DATE:
This act shall effect immediately, provided, however, that the commis-
sioner of motor vehicles and the commissioner of transportation shall
promulgate any necessary rules, regulations or amendments necessary for
the Implementation of this act.
