TITLE OF BILL:
An act to amend the New York city health and hospitals corporation act,
in relation to requiring compliance with the city's uniform land use
review procedure for the disposition of land or buildings by the corpo-
ration
PURPOSE: To require NYC HHC to adhere to the Uniform Land Use Review
Procedure (ULURP).
SUMMARY OF SPECIFIC PROVISIONS:
Amends various sections of the NYC HHC Law to provide that when the
Corporation seeks to dispose of land or buildings, they comply with
ULURP.
JUSTIFICATION:
Much has changed since the New York city health and hospitals corpo-
ration act was enacted in 1969. For example, the modern day ULURP Proc-
ess would not be formalized until 1975. No credible reading of the HHC
Statute could conclude that ULURP should not be the baseline standard
which the Corporation should follow in the rare instances where they
seek to dispose of land or buildings, particularly for non-medical uses.
The Community must have a formal voice-it is that simple.
