TITLE OF BILL:
An act to amend the administrative code of the city of New York, in
relation to the placement of homeless shelters
PURPOSE:
This bill requires the city of New York to provide 365 days' notice to
the local community board of the district and elected officials of the
proposed site of a homeless shelter or change the use of an existing
shelter.
SUMMARY OF PROVISIONS:
Section 1 amends the administrative code of the city of New York by
adding a new Section 21-124.2. This new section requires the city of New
York to consult with the community board of the district and all local
elected officials where a proposed homeless shelter will be located at
least 365 days beforehand. Additionally, the city of New York shall not
plan to use over 30% of the rooms in a commercial hotel, pay for over
20% of the rooms in a commercial hotel, reserve all the rooms on a floor
in a commercial hotel for the purpose of providing shelter for homeless
individuals, or change the use of an existing shelter, without consult-
ing with the community board of the district and all local elected offi-
cials of the district where such commercial hotel is located at least
365 days beforehand.
Section 2 is the effective date.
JUSTIFICATION:
Communities are unique entities with their own character and color. By
consulting with members of the community - including elected officials
and community board members - before the placement of a homeless shelter
or changing the use of an existing shelter, the community is afforded
the opportunity to provide feedback about its placement.

EFFECTIVE DATE:
This act shall take effect on the 90th day after it shall have become a
law.
