TITLE OF BILL:
An act to amend the town law, in relation to authorizing the town of
Orangetown, county of Rockland to establish community preservation
funds; to amend the tax law, in relation to authorizing the town of
Orangetown to impose a real estate transfer tax with revenues therefrom
to be deposited in said community preservation fund; and providing for
the repeal of certain provisions upon expiration thereof
PURPOSE:
Authorizes the Town of Orangetown to establish community preservation
funds
SUMMARY OF PROVISIONS:
Section I: Adds section 64-k to the town law
Section II: Amends the tax law to add article 31-A-4
Section III: Provides' a.severability clause Section IV: Provides the
effective date
JUSTIFICATION:
Rockland County and the Town of Orangetown is home to some of the most
pristine land in all of New York State. Located on the Hudson River, the
town is has worked over the years to ensure responsible development,
while preserving open space, and safeguarding its natural resources.
This legislation would authorize the town to establish a land trust to
help raise critical funds for the express purpose of preserving open
space for future generations, protecting historic places and properties,
and creating recreational opportunities for Orangetown residents. This
legislation is critical, to help preserve the scenic beauty of Orange-
town.

EFFECTIVE DATE:
This act shall take effect immediately; provided, however, that section
two of this act shall take effect on the ninetieth day after it shall
have become a law and shall expire December 31, 2041 when upon such date
the provisions of such section shall be deemed repealed.
