TITLE OF BILL:
An act to amend the highway law, in relation to dedicating a portion of
the state highway system to Lieutenant Donald R. Hill
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to designate a portion of the state highway
system; in Oswego, NY as the "Lieutenant Donald R. Hill Memorial High-
way."
SUMMARY OF PROVISIONS:
Section 1) Amends the Highway Law by adding a new section 344-r desig-
nating the "Lieutenant Donald R. Hill Memorial Highway"
Section 2) Provide parameters for the Commissioner of Transportation
related to the installation and maintenance of adequate signage of the
designated memorial highway and require that the designation shall be
ceremonial in nature and the official name of such highway shall not be
changed.
Section 3) Effective Date
JUSTIFICATION:
Lieutenant Donald R. Hill, born July 6th, 1952, resided at 244 Munn St.
in the City of Oswego and was 43 at the time that he was killed in the
line of duty. Lt. Hill was appointed to the Oswego Police Department on
September 10th, 1975 and was planning on a near retirement, after serv-
ing more than 20 years with the department. On November 11th, 1995,
Lieutenant Hill was one of two officers directing traffic for an over-
time detail on State Route 104 East when he was struck by a vehicle and
died from injuries sustained in the accident.
Lt. Hill was known for his cheerful, calm, even-mannered personality.
Lt. Hill was a well-respected husband, father, and police officer. This
dedication will serve not only to honor the life and legacy of Lt. Hill,
but to also serve as a reminder to motorists of the need to take caution
on our roadways.
