TITLE OF BILL:
An act to amend the transportation law, in relation to requiring the
department of transportation to prepare a plan for every public trans-
portation system to be eligible to receive operating assistance in the
purchase of any new zero-emission buses or other municipal zero-emission
vehicles
PURPOSE:
This legislation amends the transportation law to expand operating
assistance for all zero-emission municipal vehicles
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends the transportation law by adding subsection 13-C, which
sets forth the effective date by which the department, in consultation
with the New York state energy and research development authority and
the office of general services, should develop a plan for every trans-
portation system to be eligible for operating assistance in the purchase
of any new zero emission buses or other musical zero omission vehicles.
Subsection b- sets forth the appropriate definitions. Subsection 2
describes the elements that the department plans should consist of.
Subsection 3 sets the effective date by which the department must
prepare a report on the status of the plans and make appropriate recom-
mendations for the department's plan moving forward.
Section 2 sets forth the effective date.
JUSTIFICATION:
The Climate Leadership and Community Protection Act (CLCPA) sets goals
to reduce emissions in the state to 40% below 1990 levels by 2030 and
then to 85% below 1990 levels by 2050. The transportation sector
accounts for 34% of the state's greenhouse gas emissions, the largest
emitter in the state. It is the task of the state to incentivize all
drivers to convert to renewable energy powered vehicles. By incentiviz-
ing our state to convert its fleet to renewable powered vehicles, we can
set the tone for the rest of the vehicles within the state. To best
encourage the current use of renewable powered vehicles in the state,
tax credits are critical. This legislation requires that the Department
of state, in consultation with the New York state energy and research
development authority and the office of general services, expand operat-
ing assistance for all zero-emission municipal vehicles.
