TITLE OF BILL:
An act directing the New York state energy research and development
authority to study feasibility and efficiency of independently
constructed micro-grids for homes and neighborhoods
PURPOSE OR GENERAL IDEA OF BILL:
An act directing the New York state energy research and leve crpment
authority to study feasibility and efficiency independent: constructed
micro-grids for homes and neighborhoods.
SUMMARY OF PROVISIONS:
Section 1: Section 1. Definitions. For the purpose of act "City" shall
mean any city with a population greater than sixty 3 thousand. "Neigh-
borhood" shall have the same meaning as "neighborhoPd,unit" as defined
in section 2 of the private housing finance law.
Section 2: The New York State Energy Research and development authority
is authorized and directed to study the feasibility, efficiency, and
energy saving costs for cities if individuals homes or neighborhoods
were to create their own independent micro-grids. Such study shall
include, but not be limited to
JUSTIFICATION:
The study of the creation of a Micro -Grid system for ridependtDrt
neighborhoods and homes will he to study on the effectiveness of this
system on wide ranging sized neighborhoods varying in structure size,
population, and consumption. The feasibility of such financial, the time
and efficiency of build out, the best possible renewable energy source
based on region and availability of such. Whereas the intent of research
is to show benefit for community &/ independent large dwellings with the
ability to aid in lowering utility cost and energy related emissions,
while reducing the carbon footprint of independent communities. With
such study aiding in providing data to independent community's elec-
trical provider of usage lessening during peak: times or dosing He
availability times. In compliance to/with meeting the requirements to
improve and implement quality energy distribution and storage for the
Independent micro grid community and its surrounding energy supplied
area.

With the need to continue to meet the state and federal clean energy
goals, the micro-grid study for independent communities would continue
to assist in meeting the long-term goal while also creating another
avenue to use renewable energy for all residential consumers. This
study would also allow consumers to have the opportunity to receive the
financial benefit of lowering their utility bill and bringLnq savings
back to them the consumer. This study whereas would be used as a primary
data point going forward to model for future independent neighborhoods &
municipalities that will see the study and can then make anòinformed
decision if creating a micro-grid for their neighborhood, hamlet,
village, or city is best practice to save their residents money and aid
in meeting state set energy goals. While also allowing said independent
city to move away from higher emission admitting primary fossil fuel
sources. The micro-grid study will also allow NYSERDA to find the best
energy source for a more efficient option while basing itany given
region's best opportunity to find the most functional and financially
feasible renewable energy source.
