TITLE OF BILL:
An act to amend the labor law, in relation to establishing a New York
state public housing painters apprenticeship program
 
PURPOSE:
Establish a painters' apprenticeship program for public housing resi-
dents in New York State to provide residents with valuable skills in
painting and empower them to pursue a career in a marketable trade
 
SUMMARY OF PROVISIONS:
Section 1: Amends the labor law by adding a new section 8i9-a.
Section 2: Provides the effective date.
 
JUSTIFICATION:
In New York State, public housing serves many low-income families. A
painters' apprenticeship program reserved for these residents will
increase the chances of residents securing gainful employment, improving
their financial stability and self-sufficiency. The painters' program
will provide residents with valuable skills in painting that they can
use in the workforce and pass down to the younger generations in the
community. It can create a sense of community among residents in the
program as they work together towards a common goal, fostering a
supportive environment. The painters' program will provide a pathway for
residents to receive formal training and education in painting.
