TITLE OF BILL:
An act to amend the social services law, in relation to day care
services and making an appropriation therefor
PURPOSE OR GENERAL IDEA OF BILL:
To provide day care services for those minors who are parents in order
to enable a resumption of school or training.
SUMMARY OF SPECIFIC PROVISIONS:
Amends Section 410 of the Social Services Law by adding a new subdivi-
sion 3-a which provides for eligibility of minors to receive day care
assistance if such minors meet the financial criteria as used in section
6452 of the Education Law.
JUSTIFICATION:
In light of the explosion of teenagers having babies, it is incumbent
upon the state to ensure that those teenagers and babies do not become
permanent public assistance recipients. Presently, pregnancy is the
major cause of females dropping out of school and lack of childcare is a
major reason cited for non-return.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENT:
5.6 million for the state, or so much thereof as shall be necessary,
nonlocal.
EFFECTIVE DATE:
This act shall take effect immediately.
