TITLE OF BILL:
An act to amend the executive law, in relation to certain interagency
agreements with the consumer protection division
PURPOSE:
To modernize all New York State agencies, under an interagency agree-
ment, to utilize secure personal identification systems to process state
benefits to New Yorkers, eliminate fraud, and increase security across
state platforms.
SUMMARY OF PROVISIONS:
Section 1 amends Article 6 at Sec. 94-A Consumer Protection Bureau in
the State Department, to provide for a personal ID system to process
state benefits.
Section 2 sets the effective date.
JUSTIFICATION:
This bill seeks to allow all New York state agencies and third parties,
under an interagency agreement, to utilize the personal identification
systems in place for verifying identities. The bill aims to create a
more streamlined, secure, and effective framework for managing personal
identification information across various state services and platforms,
ultimately benefiting the public through improved services and enhanced
security measures.
This measure is specifically targeted to: Expedite Eligibility Determi-
nation for Public Assistance: Enhancing the verification process for
individuals applying for public assistance programs, thereby speeding up
the eligibility determination. Boost Fraud Investigations: Providing a
more robust and interconnected system to detect and investigate fraud
across various state-administered programs. Increase Security Across
Platforms: Strengthening the overall security of personal identification
information managed by the state, ensuring more secure interactions and
transactions for the public.
