TITLE OF BILL:
An act to amend the insurance law, in relation to permitting licensed
insurance agents, brokers, adjusters, consultants, and intermediaries to
carryover up to seven hours of continuing education credit per biennial
licensing period
PURPOSE OR GENERAL IDEA OF BILL:
To allow insurance producers to carry over a limited number of continu-
ing education credits into their next licensing cycle.
SUMMARY OF SPECIFIC PROVISIONS:
The bill amends the insurance law to allow up to seven excess credit
hours accumulated during any two-year licensing period to be carried
forward to the next two-year licensing period for that same class of
license.
JUSTIFICATION:
Under current New York law, licensed insurance agents, brokers, adjus-
ters, consultants, and intermediaries must complete at least 15 hours of
continuing education every two years to maintain their licenses. Howev-
er, any extra credits earned cannot be carried forward, creating a
disincentive to pursue additional education. For example, property and
casualty license holders must complete one hour of flood insurance
training, with those actively selling flood insurance required to take
an additional three-hour advanced course. These mandatory courses
account for almost half of the required continuing education credits,
leaving less room for other educational pursuits.
This bill would address these issues by incentivizing insurance produc-
ers to seek further education. It would encourage professional growth,
enhance industry expertise, and ultimately benefit consumers.
