BILL NUMBER: S5991
SPONSOR: RAMOS

TITLE OF BILL:
An act to amend the labor law, in relation to requiring employers
provide its employees with paid leave

PURPOSE:
To establish a right to paid time off and grant New York workers the
vacation time they deserve.

SUMMARY OF PROVISIONS:
Section one: Provides a short title
Section two: Amends the labor law to allow for paid time off wherever
such stipulation is required in New York Law
Section three: Provides the effective date

JUSTIFICATION:
Paid time off ensures that employees are treated fairly and have the
opportunity to maintain a healthy work-life balance. It acknowledges the
fundamental need for rest and recuperation, both mentally and phys-
ically, which is essential for overall well-being and productivity. PTO
allows employees to take necessary breaks from work, reducing stress
levels and preventing burnout. It promotes mental health by providing
time for relaxation, hobbies, and spending quality time with family and
friends. Physically, regular breaks contribute to better health outcomes
and lower instances of illness among employees. Healthy, well-rested
employees are more productive and engaged at work, ultimately benefiting
businesses and the economy as a whole. Reduced turnover and increased
job satisfaction can lead to greater stability and growth within New
York's private sector.
Offering paid time off makes New York a more attractive place for
talented professionals to live and work. Especially in a competitive job
market, robust benefits packages, including PTO, can be a deciding
factor for job seekers considering employment opportunities in the
state.
States nationwide have recognized the importance of paid time off and
have implemented legislation to ensure that employees have access to
this essential benefit. By aligning with these national trends, New York
can demonstrate its commitment to supporting workers' rights and promot-
ing a healthy work environment. We can continue to win the battle to
recruit the best talent to New York.
This legislation is modeled after a 2024 Illinois State Law and builds
upon New York State labor law designed to protect worker's rights. The
LEAVE Act requires employers to provide employees paid time off, includ-
ing sick, family, and vacation leave.
