TITLE OF BILL:
An act to amend the executive law, in relation to requiring the governor
to prepare an annual management report of the state
 
PURPOSE:
To improve public understanding of New York service delivery through the
production of an annual management report similar to what exists in the
New York City government
 
SUMMARY OF PROVISIONS:
Section 1: Renames the title of the act to be cited as "service delivery
transparency act."
Section 2: Amends the executive law by adding a new section 13 to estab-
lish requirements for the annual governor's management report.
Section 3: Sets Effective Date
 
JUSTIFICATION:
The recent election underscored a prevailing concern among many citiz-
ens-the perception that the government is not always working in their
best interest. While New York State consistently delivers essential
services to its residents, there is currently no comprehensive mechanism
to assess and report on the effectiveness of these services.
New York City has already addressed this issue by publishing an annual
management report that evaluates the status of government programs and
initiatives. This report is a critical tool for transparency, providing
residents with valuable insight into how their tax dollars are being
utilized.
This bill seeks to extend that accountability statewide by mandating the
same statistical reporting and performance assessments required by the
city's management report. By implementing a standardized, statewide
evaluation system, this legislation ensures that all New Yorkers have
access to clear and reliable information about the effectiveness of
their government.
