TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to establishing
distinctive "Alzheimer's Awareness" license plates; and to amend the
state finance law, in relation to providing for further funding for the
"Alzheimer's disease assistance fund"
PURPOSE:
To establish a distinctive Alzheimer's Awareness license plates and
providing that the funding for such be deposited in the Alzheimer's
disease assistance fund.
SUMMARY OF PROVISIONS:
Section 1 amends the vehicle and traffic law by adding a new section
404-ff.
Section 2 amends subdivision 2 of section 89-e of the state finance law,
amended by chapter 359 of the laws of 2002.
Section 3 states that such distinctive plate established pursuant to
section 404-ff be designed, produced and issued by the New York State
Department of Motor Vehicles.
Section 4 is the effective date.
JUSTIFICATION:
For many people on the Alzheimer's journey most of the time it feels
like a roller coaster of ups and downs. Alzheimer's not only has a trau-
matic effect on the person diagnosed with this disease but it takes its
toll on family members who have to care for their loved one. As New
Yorkers, we need to stick together and fight this dreadful disease and
find a cure. Until this day comes, we must educate the public through
community outreach and awareness. This bill would establish a distinc-
tive Alzheimer's Awareness license plate and provide a funding stream
for the State's Alzheimer's Disease Assistance Fund. This fund promotes
public awareness and education about Alzheimer's. While many families
have lost a love one or know someone with Alzheimer's, the family of the
late Joe Savino from Staten island who lost his life to Alzheimer's
believe awareness, education and research is the key in combating this
disease. To accomplish this goal, creating a New York State distinctive
Alzheimer's Awareness license plate is a positive step toward raising
funds and public awareness of this terrible disease.
