TITLE OF BILL:
An act to amend the civil service law, in relation to requiring appoint-
ing authorities to provide appointment and promotion letters
 
PURPOSE:
To provide important and accurate salary and benefit information to new
public employees and employees being promoted to new positions.
 
SUMMARY OF PROVISIONS:
Section 1: Adds a new subdivision 4 to section 61 of the Civil Service
Law
Section 2: Effective Date
 
JUSTIFICTION:
This legislation standardizes common hiring and promotion practices in
private industry with the state agencies. This legislation requires an
appointing authority (state agencies) to furnish appointees and staff
being promoted with specific information about the position they are
being offered, the terms of employment and the benefits included there-
with.
This legislation would require the appointing authority to provide the
following details to staff subject to appointment or promotion:
*Specific salary being offered;
*Appointment type;
*Position type and duration (if not permanent);
*Jurisdictional class;
*Information the applicable probationary period;
*Information on how to access the collective bargaining agreement and
collective bargaining agent applicable to the position, if any;
*Retirement plan information;
*Information on deferred compensation program; and
*Information on health care benefits.

EFFECTIVE DATE:
90 days after it shall have become a law.
