TITLE OF BILL:
An act to amend the state finance law, in relation to creating a trans-
parency database for contracted not-for-profit organizations
 
PURPOSE OR GENERAL IDEA OF BILL:
To promote transparency, accountability, and accessibility, a database
shall be created by the state comptroller that shall include a list of
not-for-profit organizations that are in the process of being approved
for contracts, that have received certificates of approval, are approved
for contracts, have received renewal contracts, or have been the recipi-
ent of fully-executed contracts with the state of New York.
 
SUMMARY OF PROVISIONS:
Section 1 amends the state finance law to add a new section 179-ff to
read as follows: Not for profit transparency database.l. For the
purposes of promoting transparency, accountability, and accessibility, a
database shall be created by the state comptroller that shall include a
list of not-for-profit organizations, as defined in subdivision seven of
section one hundred seventy-nine-q of this article, that are in the
process of being approved for contracts, that have received certificates
of approval, are approved for contracts, have received renewal
contracts, or have been the recipient of fully-executed contracts with
the state' of New York.2.(a)The database shall be made publicly accessi-
ble and at a minimum, be searchable by year, category of issue area,
location, including senate and assembly districts respectively, and by
organization name. The comptroller may, at their discretion, add addi-
tional searchable criteria but shall at no time remove the criteria
described in this subdivision. (b) The database shall include, for each
entry, a brief description of each contract's purpose.3. The state comp-
troller shall at all times keep the database up to date, in working
condition, and shall make sufficient allocation as appropriate for the
proper maintenance of the database. 4.The state comptroller will work in
conjunction with any relevant state agencies and departments, as appro-
priate, including the. office of the attorney general, to collect and
keep up to date all data relevant for the maintenance of such data-
base.5. The database shall be made operational and accessible to the
public no later than January first, two thousand twenty-four.
 
JUSTIFICATION:
In New York State, not-for-profit organizations struggle with procuring
receipts of contract approvals and the funds allocated from said
contracts. In order to quell this problem,. New York State must create a
database that includes a list of all not-for-profit organizations
contracts, certificates, approvals, and allocation of funds.
