TITLE OF BILL:
CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment
to section 5 of article 2 of the constitution, in relation to the ten
day advance registration requirement
PURPOSE:
This concurrent resolution to amend the constitution is one of many
changes necessary in the state to improve voter turnout.
SUMMARY OF PROVISIONS:
This concurrent resolution amends section 5 of article 2 of the consti-
tution to eliminate the ten-day advance voter registration requirement,
allowing for same-day registration.
JUSTIFICATION:
With voter turnout at an all-time low, allowing same-day registration
would increase and encourage greater participation. New York continues
to lag behind other states in adopting policies to encourage partic-
ipation in the electoral process. 22 states plus the District of Colum-
bia allow same day voting registration. Removing the 10-day advance
registration requirement would remove one barrier from the cumbersome
process required to vote in New York.

EFFECTIVE DATE:
Resolved (if the Assembly concurs), that the foregoing amendment be
referred to the first regular legislative session convening after the
next succeeding general election of members of the assembly, and, in
conformity with section 1 of article 19 of the constitution, be
published for three months previous to the time of such election
