TITLE OF BILL:
An act to direct the department of health to conduct a study on opening
three new veterans nursing homes in New York state; and providing for
the repeal of such provisions upon expiration thereof
 
PURPOSE:
To direct the Department of Health to study the details of opening three
new veterans' nursing homes relating to location, staffing, and costs.
 
SUMMARY OF PROVISIONS:
Section 1 adds that the Department of Health shall conduct a study into
the opening of three new veterans' nursing homes in New York State. The
study shall include, but is not limited to:
i.The best locations in New York for three new veterans' nursing homes
ii. The staffing requirements associated based on projected demand for
beds in such nursing homes; and
iii. The costs associated with opening these nursing homes.
On or before one year from the effective date, the Department of Health
shall submit such study to the Governor, the Temporary President of the
Senate, the Speaker of the Assembly, all members of the senate committee
on veterans, homeland security and military affairs, and the Assembly
committee on veteran's services, and to all the members on both the
Senate committee on health and the Assembly committee on Health.
The Department of Health may request and receive any information from
any state agency that is relevant and material to the completion of such
study.
This act shall take effect immediately and shall expire and be deemed
repealed one year after such effective date.
 
JUSTIFICATION:
Research by the Department of Health is required in order to make
fiscally responsible and strategic decisions on behalf of the veterans
of New York State. Informed decision making that is so consequential to
the wellbeing of our veterans should be a priority of the New York State
Assembly and Senate. This bill would direct the Department of Health to
study the details of opening 3 new veterans' nursing homes relating to
location, staffing, and costs.

EFFECTIVE DATE:
This act shall take effect immediately and expire one year after effec-
tive date.
