TITLE OF BILL:
An act to amend the county law, in relation to sewer districts
 
PURPOSE OR GENERAL IDEA OF BILL:
Establishes an opt-out provision in law for property owners situated in
a sewer district that were never connected to the applicable sewer
district system.
 
SUMMARY OF PROVISIONS:
Section one amends the county law to permit owners of property within
sewer districts lacking sewage services to request exclusion without
state health department approval or formal procedure.
Section 2. Establishes the effective date.
 
JUSTIFICATION:
This bill is designed to provide property owners of sewer districts with
the same right as is afforded to water quality treatment district prop-
erty owners by establishing a mechanism to request exclusion. Doing so
will ensure that taxpayers are not burdened with financial obligations
for services they do not receive.
